************************************* Employee Assistance Program Certification
In October of 1989 the Florida Occupational Program Committee (FOPC), an independent EA professional association operating as a private-not-for-profit-corporation, chartered by the state of Florida, was awarded a National Institute on Drug Abuse (NIDA) grant (#271-89-8536) to develop and field test a protocol for assessing and certifying Employee Assistance Programs. The development phase of this contract included the conceptualization of a methodology and process for certifying programs. This resulted in four written products: 1) A "Resource Article" outlining the basic assumptions to be used in developing a certification protocol, 2) a "Certification Manual" containing all the necessary application forms, certification criteria and appeals process, 3) a "Training Guide" to be used to qualify EAP professionals to conduct program certification site reviews and, 4) a "Final Report" evaluating the Florida project and providing analysis concerning issues raised during the implementation of the project and recommendations for others wishing to build upon the Florida pilot project. Plus the “Field Testing” of this EA Program Certification Protocol produced the first four Certified Employee Assistance Programs in the nation under the auspices of NIDA and FOPC. The primary architects for planning, developing and implementing this EA Program Certification Protocol were Chuck Rabaut and Teddy Kemp (both Past-Presidents of FOPC), assisted by Susan Swan-Granger, Project Consultant and Don Godwin, (NIDA) Project Mentor. Paul Roman, Ph.D., also served as a consultant to the project. Paul, along with Terry Blum, are perhaps best known for their research into what constitutes the "Core technology" of EAP practice. Paul had also been a frequent visitor and friend (Researcher/Consultant) to Florida and had recently concluded a research project involving a major corporation in Florida. Additionally, FOPC’s EA Program Certification Protocol was reviewed by the Standards Committee of EAPA as a possible model for national certification and is recognized in EAPA publications as having made a significant contribution in furthering dialogue regarding the need for a program certification based on EAPA Program Standards. Since the FOPC Certification Program protocol was developed, many EA programs have been certified in public, private, and educational organizations. Even though requests for certification team reviews have come primarily from throughout the Southeastern U.S., only those programs in the States of Florida and Georgia have been selected for evaluation and subsequent EA Program Certification.
